What are PROPERTIES files and how to open them

What is a PROPERTIES file?
A .PROPERTIES file is a Java Properties file.
Files that contain the .properties file extension are text files that store properties information about the properties and settings of various computer applications. The PROPERTIES files are used by Java applications and the Apache Web Server software as well as Firefox and other computer software applications.
The PROPERTIES files created by the many different software applications contain a list of variable names and value pairs pertaining to the associated computer application. If a user changes the properties (settings)of the software, the PROPERTIES file is then updated as the properties of the software change.
