How to open SC4 files
Important: Different programs may use files with the SC4 file extension for different purposes, so unless you are sure which format your SC4 file is, you may need to try a few different programs.
While we have not verified the apps ourselves yet, our users have suggested nine different SC4 openers which you will find listed below.

While Creative Nomad Voice Audio is a popular type of SC4-file, we know of 3 different uses of the .SC4 file extension. Different software may use files with the same extension for different types of data.
RollerCoaster Tycoon Scenario
We know that one SC4 format is RollerCoaster Tycoon Scenario. We have not yet analyzed in detail what these files contain and what they are used for. We're working on it.
SimCity 4 Saved Game
SimCity 4 Saved Game files are binary save files created by Electronic Arts' SimCity 4. They store the complete state of a city or region - terrain, road layout, buildings and zones, city services, and simulation data - so players can shut down and later resume their progress exactly where they left off.
SimCity 4 writes .sc4 saved games when the player saves a city or region. These files are used only by SimCity 4 to load that city or region's state back into the game; they are not interchangeable with formats from other games. Small-region .sc4 files can sometimes be imported into The Sims 2 as new neighbourhoods, but medium or large region saves are not compatible.
Inside an .sc4 save file is a proprietary archive format known as DBPF (Database Packed File) used by Maxis in SimCity 4. The file begins with the ASCII signature "DBPF" followed by a set of resources (subfiles) indexed by type-group-instance identifiers, many of which are compressed. Subfiles include PNG image data (identified by signatures such as "PNG" and "IHDR"), compressed map data, and metadata entries ("GENERAT", "TEMP.PNG", "IDATX", "TRANS" etc.) that hold the pieces needed to reconstruct the city environment.
