What is a PRTL file?

A .PRTL file is an Adobe Premiere Title file.

Adobe Premiere Title files are creative assets used by Adobe Premiere Pro (and Elements) to define styled text overlays for video, such as headings, intros, captions, lower-thirds or credits. A .PRTL file holds the design and formatting of a title separately from the video content, so the same title style can be reused across different video projects.

These files are usually created inside Premiere by choosing its Title or Legacy Title tools (older versions) and saved with the extension .PRTL so they can be imported or applied later. As of Premiere Pro CC 2017 Adobe began moving toward the .MOGRT (Motion Graphics Template) format, but PRTL titles remain supported for backward compatibility.

PRTL files are XML-based and store many detailed properties for text styles, layout, effects and graphics. A signature feature is that they start with standardized headers, for instance with an XML/prelude at byte offset zero containing "version", "encoding=UTF-16", followed by tags like Adobe_Root and Adobe_Title. Other internal identifiers include field names such as "TextDescriptionVersion", "LayoutVersion", "FileReferenceVersion", "ShaderReference", and "SafeTitleArea".
