What are CIA files and how to open them

What is a CIA file?

A .CIA file is a Nintendo 3DS CTR Importable Archive file.

Nintendo 3DS software distribution uses the Nintendo 3DS CTR Importable Archive format for packaging game titles, updates, and other installable content. These archives are created by Nintendo for digital distribution via the Nintendo CDN, and by development tools when generating installable titles for testing and deployment. Their main use is to encapsulate everything the 3DS needs to verify, decrypt, and install a title - code executables, metadata, encryption tickets, and ancillary content like icons or manuals.

When a CTR Importable Archive is created, it is assembled from several parts: a certificate chain (for validating the archive), a ticket (which holds an encrypted title key used for decryption), title metadata that describes what contents are included, the actual content files (rooms with applications or data, often encrypted), and optionally a "meta" section for things like dependency lists, icon data, and versioning. On retail 3DS devices these archives are installed by the system, which checks the certificate chain and TMD, decrypts content using the title key, then copies the content into the system's title storage.

Internally the archive starts with a header that describes sizes of its sections: certificate chain, ticket, TMD, meta, and content. The certificate chain typically includes the CA certificate, a ticket certificate, and a TMD certificate. Content is stored in encrypted form using 128-bit AES in CBC mode. The initialization vector (IV) is derived from the content index listed in the TMD and padded appropriately.

Identification of this format can be done via signatures in the data: the file often begins with specific header bytes (including "ROOT-CA0000000", "-CP0000000", and "-XS0000000" strings) that correspond to the retail certificate names. The archive header size is typically 0x2020 bytes, which appears at offset 0 of the file, followed by other size fields that match known values.
