While Vector Quantized Animation Video is a popular type of VQA-file, we know of 2 different uses of the .VQA file extension. Different software may use files with the same extension for different types of data.

Westwood VQA Multimedia Format

The Westwood VQA Multimedia Format is a proprietary video format developed by Westwood Studios used for full-motion video (FMV) cutscenes in games such as Command & Conquer, Red Alert, Tiberian Sun and others. It stores both video and optional audio data in a chunk-based container, allowing playback of cinematic scenes within those games.

Videos in this format are generated during game development by Westwood Studios; the engine that plays the game reads these .VQA files at runtime and decompresses them for display, decoding both the video frames (using vector quantization and related techniques) and the sound streams if present. These files are not authored by the player, though community tools exist to convert or encode them to/from formats like AVI.

Inside a .VQA file, it begins with an IFF-style main chunk identified by the ASCII letters "FORM" at offset 0 followed by "WVQAVQHD" at offset 8; this VQHD header chunk (42 bytes long) supplies metadata such as version number, frame count, width, height, block-size, sampling frequency and number of audio channels. Subsequent chunks include FINF (frame index), VQFR for video frame data, and SND0, SND1 or SND2 blocks for different types of sound data depending on the version of the format.
