What are TARGETS files and how to open them

What is a TARGETS file?
Files with the .target extension usually contain development files that are included with the MSBuild platform for Microsoft Visual Studio. These files contain properties, tasks, items and targets for popular programming scenarios. These common programming scenarios can be imported to Visual Studio projects by importing the .targets file to the Visual Studio project.
How to open TARGETS files
Important: Different programs may use files with the TARGETS file extension for different purposes, so unless you are sure which format your TARGETS file is, you may need to try a few different programs.
