What is SimCity Urban Renewal Kit?
The SimCity Urban Renewal Kit is a toolkit that Maxis released for SimCity 2000 users who wanted to edit or make their own tilesets and buildings for use in the game. The Urban Renewal Kit was released in 1994—the same year the game developer released the Great Disasters package for SimCity 2000—and was thus restricted to the bitmap graphics of that time. Users had access to the 256-color palette through the kit and were provided 3 key utilities for creating modified or custom game images.
The first of these utilities was named “Paint the Town”. Accessing this tool gave users the ability to modify existing in-game structures and create new structures from scratch through a bitmap editing interface. The second utility tackled tilesets. This was the “Pick and Choose” tool, which not only allowed users to save tilesets of buildings created/modified using the previous tool but also gave them access to several new sets bundled into the program by Maxis. Finally, the software also had a “Place and Print” tool: this was a full-on city builder, with all tiles and structures in the game accessible.
