What is a TNE file?

A .TNE file is a ComicStudio Texture file.

ComicStudio is a Japanese drawing program mainly used by illustrators, manga artists, and animation studios. It supports importing textures from files with the extension .TNE. A texture (also referred to as an 'asset') can be, e.g., shadows, muscle structures, patterns, etc., which the artist can add to a drawing.
