What is a HCL file?

A .HCL file is a HotDocs Clause Archive file.

A HotDocs Clause Archive (.HCL) file is created and used by the HotDocs application to store a collection of related text clauses (text templates) in a compact archive. It acts as part of a clause library feature, where clauses are combined, managed, and inserted into document‐generation templates. This format helps organize optional or reusable pieces of legal, insurance, or similar documents so that they can be dynamically included in assembled output.

HotDocs writes .HCL files when you build or update a clause library. The archive compresses all clause template files in that library into the .HCL file. HotDocs also creates a separate clause library file (.HDL) which contains filename shortcuts that refer to individual clauses inside the .HCL archive. When a template uses a library, HotDocs extracts only those needed clause templates from the .HCL archive on the fly, then re-compresses and cleans up after the operation is done.

Internally, the .HCL file uses ZIP compression to store its contents. When required, HotDocs unzips parts of the archive to a temporary folder so that individual clause templates (which may themselves be Word documents, RTF files, etc.) can be accessed. The ZIP-technology base means that, in many cases, these archives can be explored using a standard file‐decompression tool, though managing them manually outside of HotDocs risks breaking library references.
