What is a H263 file?

A .H263 file is a Raw H.263 Video file.

A Raw H.263 Video file is a video encoded using the ITU-T H.263 standard for low-bit-rate compressed video, stored as a plain or elementary stream without any wrapping container or metadata. It holds only the compressed video data: frame by frame, using motion prediction and transform-based coding. It omits audio, timing, indexing, subtitles or other supporting information typically supplied by containers like MP4, AVI or FLV.

These files are produced by software or devices that output H.263 video directly, especially older video conferencing systems, legacy IP cameras, or dedicated encoders configured for low bandwidth transmission. After capture, the file must be decoded by a compatible decoder which implements H.263, often via media tools or players that support raw elementary streams. Because no timing or rate metadata is embedded, the decoder must be told frame rate and resolution externally.

The standard for H.263 video (Recommendation ITU-T H.263, approved in 1996 and updated in 2005) defines how to compress moving images at low bit-rates, specifying allowable picture sizes (such as QCIF, CIF, 4CIF, 16CIF), motion compensation to half-pixel precision, block‐based transform coding, etc. Modes and extensions such as "H.263+" (version 2, 1998) and "H.263++" (version 3, 2000) add optional features like Annexes for advanced intra prediction, deblocking filters, data partitioning or additional prediction modes.

In the context of network transmission (e.g. RTP), each packet may include an H.263 payload header which precedes the compressed bitstream. In the simplest payload header format ("mode A"), the header is 4 bytes long and appears before the video data. The header fields include bits indicating picture resolution, frame type (intra/inter), optional annex flags (such as for advanced prediction or arithmetic coding), and padding bits to align data.
