What is a CLA file?

A .CLA file is a CLASS336 Markup Language file.

The CLASS336 Markup Language format is a specialized XML-based format used in Italy for exchanging structured data required by a specific law. It is designed to encode legal or administrative data such as identifying numbers, dates, classifications, addresses, and summaries of violations, in a consistent, machine-readable form for transport between public institutions or agencies. The format is meant to ensure that the exact data points mandated by regulation are included, enabling automated processing and compliance checks.

Files in this format are created by legally obligated bodies - such as municipal or regional authorities, or other public agencies - to send reports, notifications or censuses under the corresponding Italian legal requirement. Recipients are typically government systems that consume the XML to record or validate the transmitted data. The data elements include identification codes (like CODCOM, CODENTE), geographic and administrative sections (SEZCENS, SEZURB), personal details (GENERALITA_DOMICILIO), event dates (PROTCOM_E_DATE, PROTCAT_E_DATE, DNOTIFAVVENUTA), types of action or classification (CLASSE, FOGLIO, CATEG, TOPON), and descriptive fields (NOTA, SINTESI_DATI_ACCERTATI).

The format begins with the standard XML declaration ("<?xml") at the very start of the file. It contains characteristic strings that match mandated field names - such as PROTCOM_E_DATE DVIOLAZIONE, NUOVO_CENSIMENTO SEZCENS, IDENTIFICATIVO CODCOM, UIUELAB ESITO - used to mark specific data elements. It also includes version metadata like CLASS336_MARKUP_FILE_V, tags for encoding and section identifiers. These internal identifiers help systems validate that the document follows the expected schema version and contains all required data fields.
